1)                 The Draft

a)     Teams will be chosen using a player draft.  The 1st & 2nd rounds of the draft will be selected by the Club Board in an effort to balance the skill level of all teams.  The coaches will choose the 3rd – 8th rounds.  A coach’s child is frozen and must be taken before any other player of the same or lower skill rating can be selected. (Example - if the coach’s child is rated a #5, the coach must select their child before they can select any player rated 5, 6, 7 or 8).

b)     Player trades are NOT permitted.  The purpose of skill evaluation and draft system is to balance the competitiveness of all teams.

c)      Once you have chosen your draft order, you cannot trade that draft sequence.

2)                 All games must be played at the scheduled time.  If a team cannot field enough players for a scheduled game, that team will forfeit the game (a 10 minute grace period will be granted).  A team must have at least 4 players to start a game.

3)                 Substitutions

a)     Each team member must play two full quarters, from start to finish, of each game!!  If a player arrives after the start of the 2nd quarter, a coach is not obligated to play them for two quarters.  A player arriving after the start of the 3rd quarter is not eligible to play. 

b)     When BOTH teams have 7 players or more, NO PLAYER ON EITHER TEAM MAY PLAY IN ALL 4 QUARTERS.  Each player must sit at least 1 quarter, from start to finish.  Exception:     

i)        Should a player leave the game due to injury/illness, foul out, or being charged with a technical foul, that player will receive credit for playing the entire quarter.  The subbing player, however, will not receive credit (an injured player should return to the game as soon as they are deemed able by the referee).  The coach MUST sub in a player who has played in the least number of quarters (i.e. the coach CANNOT sub in a player who has played 2 quarters, if there is a player on the bench who has only played 1 quarter).  If all players on the bench have played the same # of quarters, the coach can choose any player to sub for the injured/fouled out player.

c)     When a team has 6 players at the beginning of the 2nd quarter and the opposing team has 7 players or more, each player on the team with 6 players will play a minimum of 3 quarters.  The opposing coach, prior to the game, can choose one player on the opposing team that must sit for a full quarter.

d)     Any player who commits 4 fouls in their first quarter of play (only), may be taken out of the game before the end of the quarter, and that quarter will count as a full quarter played by that player.  The player who substitutes for this player, does not get charged for playing in the quarter.

e)     For teams with 8 players, at the first stoppage of play (including made baskets) after the midway point of the first quarter, there will be an “official’s time-out”.  Subbing is allowed during this time stoppage.  This rule is intended to encourage and enable coaches to divide the playing time equally amongst his/her players.  Players are still required to play 2 full quarters from start to finish and cannot appear in all 4 quarters.

f)        Except as noted above, player substitutions can only be made once both the player going in and the player coming out have played 2 full quarters.

4)                 The only people allowed on the benches will be the Team, the Head Coach, and one assistant coach.  All coaches must stay seated on, or stand in front of their bench during the game.

5)                 CODE OF CONDUCT:

a)     Any player given a technical foul must be immediately pulled from the game and sit the remainder of the quarter.  That player will receive credit for playing the entire quarter, and the subbing player will not receive credit.

b)     Any club member who commits any unsportsmanlike act including but not limited to: disrespectfully addressing a coach, Board member or official; use of profanity; or acting in any manner that threatens injury or may result in another player, coach, official, or spectator being injured; will be subject to a double technical foul & ejected from the game.  Any player or coach that is ejected from a game must also sit out the next game.  The Board at it’s discretion, may also choose to review each case of unsportsmanlike conduct and assess any other additional disciplinary action(s) as it deems appropriate.

c)      Two incidences of unsportsmanlike conduct in the same season will result in the expulsion of that player or coach from the league for the remainder of that season.  No refund will be given. Any player or coach that has been suspended from the league is required to appear before the Board and receive their approval prior to registering for participation in any subsequent season.

d)     Any player, coach, or club member who verbally threatens, physically assaults or intentionally injures anyone while participating in any club activities will be ejected from the game and immediately suspended from the league. No refund will be given. Any player or coach that has been suspended from the league is required to appear before the Board and receive their approval prior to registering for participation in any subsequent season.

e)     The Board of Directors reserves the right to suspend any player or coach whose overall conduct is found to be unacceptable according to the standards and/or By-Laws of the Club.

6)                 Teams waiting to play must remain outside the fence!  No one is allowed on the courts between periods or during time outs!

7)                 There is no smoking or drinking of alcoholic beverages on the courts.

8)                 Players must wear unaltered league provided shirts to every game.  Shirts must be tucked in at the start of each quarter and re-tucked during any stoppage of play.

9)                 Each team is permitted 4 time-outs per game, to be used as the coach sees fit.  On extremely hot days, coaches will be permitted to call more than 4 time outs when agreed upon by the coaches of both teams and the referees before the game begins.

10)             Injury and/or Illness - Any player who suffers a head injury or displays symptoms of heat exhaustion, heat stroke, etc. during the game, will continue to play only at the referee’s discretion.  The player’s health & safety will be the sole deciding factor.

11)             During inclement weather, scheduled teams must come to the park unless the game has been officially canceled by the AD or a Board Member.  Safety of the players is the primary concern and will be the determining consideration.  Coaches will be contacted by their AD and the coaches should then contact their players when a game is canceled.

12)             Any game that has completed at least 3 full quarters of play, which is rained out or stopped due to threatening weather conditions, in which there is a 15 point difference in the score for Varsity and Pro divisions, or a 10 point difference for Cager, Shooter, and Girls divisions, will be considered a complete game.  The team ahead at the time the game is stopped will be awarded the win.

13)             Protests:  It is a head coach’s responsibility to contact their AD or a Board Member within 4 hours of the conclusion of a game, if he/she wants to protest the game because they feel the opposing team broke a Club rule that gave the opposing team an unfair advantage.  The Board of Directors will review the protest and then return a decision.

14)             The league encourages the use of a mouth guard and athletic cup (where applicable) for personal safety and protection.

15)             Double elimination playoffs will be held in all divisions (except Junior Cager), with teams being seeded randomly for the first round. 

16)             All players MUST CHECK IN AT THE SCORE TABLE before entering the game.

17)             In divisions where pressing is only allowed in the last 2 minutes of every half, if a team is leading by more than 15 points they will not be allowed to utilize the press.

18)             The Clock

a)     Each team is responsible for having someone do either the book or the clock.  No under age child will be allowed at the scorer’s table, unless specifically authorized by the league.

b)     There will be a two-minute intermission between the 1st & 2nd and 3rd & 4th quarters, with a four-minute intermission at half time.

c)      During the regular season, only one overtime period will be played, using a two-minute stop clock.  If the score is still tied after the overtime, the game will end in a tie.  In the playoffs, additional overtime periods will be played until the tie is broken. Teams will receive one additional time-out in each overtime period.

d)     Eight minute running clock per quarter, except for the last two minutes of each half, when the clock will stop on the referees whistle.

e)     Running Clock Rules (except last 2 minutes of half):

i)        When a shooting foul is called, the clock stops while the teams line up for the foul shot.  It restarts when the free throw shooter is handed the ball by the referee on the first shot.

ii)      When a team wants to substitute any number of players, upon the acknowledgment of the referee, the clock will stop until the referee hands the ball to a player to inbound the ball and restart play.

iii)    When a time out is called, the clock stops.  If time out is called during foul shots, the clock restarts when the referee hands the ball to the free thrower (as in 17.e.i.).  If the ball is to be in-bounded after the time out, the clock restarts when the ball is handed to the player in-bounding the ball (as in 17.e.ii.).

iv)    At any other time, only the referee(s) can have the clock stopped (i.e. injury, water break on hot days, etc).
